The negative demographic trend across Europe is indeed a state of emergency. Addressing the problem cannot be immediate, because whatever measures are taken, their results will be evident in the coming decades. However, today we have the economic and technical tools that allow us to understand the existing situation, to measure the effectiveness of the proposed measures making reliable projections into the future and deciding the most appropriate ones
